Details

Currently ownership (and so, permissions to modify) are set per user, not per-group.
The database is ready to accept group-ownership.
We can implement this now or wait until we implement ACLs.

Changing severity to Normal and Priority to med-high.
(This is more important than per-user viewing perms).
